　　去产能是指为了解决产品供过于求而引起产品恶性竞争的不利局面，把过剩的的生产能力减下来，并寻求对生产设备及产品进行转型和升级的方法。去产能的含义第一是淘汰一批生产能力很低、材料能耗很大的企业、生产方式落后的工厂;第二是要提高产品的附加值，从追求数量的增长到质量的增长，提高工人的劳动生产力。
