　　就业优先政策

　　在2019年3月5日的政府工作报告中，首次将就业优先政策置于宏观政策层面，并提及当今和今后一个时期，我国就业总量压力不减、结构性矛盾凸显。2018年调查失业率稳定在5%左右的较低水平，2019年目标是城镇调查失业率5.5%左右。报告同时强调，2019年要多管齐下稳定和扩大就业，包括实施职业技能提升行动，从失业保险基金结余中拿出1000亿元，用于1500万人次以上的职工技能提升和转岗转业培训;对招用农村贫困人口、城镇登记失业半年以上人员的各类企业，三年内给予定额税费减免等。
